South Dakota’s 24/7 Sobriety Program (full version in four parts):

The Problem: DUI and other crimes related to drug and alcohol misuse have presented a challenge for law enforcement for many years. For a significant number of offenders, the standard deterrents have not been enough to cause a meaningful change in behavior. Recidivism rates remained high.

The SD Solution: In 2004, a South Dakota task force examined incarceration rates in the state, looking to find ways to decrease jail and prison populations. They soon realized that drugs and alcohol played a large role; if you could decrease substance abuse you could make a significant dent in the number of felony convictions.

Twice Daily Testing: Selected individuals are assigned to a 24×7 Sobriety Program as an alternative to jail or prison. A drug or alcohol testing regimen, often twice daily breath testing for alcohol, is mandated. Offenders learn about the requirements of the program and the immediate penalties for failing a test or failing to show up for testing.

The Results: The 24×7 Sobriety Program software captures significant data about the program and its results. Those results show that most participants are able to maintain sobriety and pass the tests. Fewer people in prison means jail costs go down, fewer inebriated drivers means that roads are safer; best of all, offenders make progress towards maintaining a sober lifestyle.
